I don't understand your question very well, but here is the rule :
The parent who has custody over the child (= parent and chikd live officially on the same address) can do what he/she wants and has no obligations towards the other parent.
The parent who has not custody (lives on another address as the child) needs an approvement from the other parent, signed by the local authority, if he/she wants to take the child abroad.
This to avoid problems at costums on the airport or the border to another country.
